Commissioners

The Commissioners are responsible for the District’s activities. The law requires that the Commission be made up of eleven(11) members, six (6) appointed by the Governor with the advice and consent of the State Senate, four (4) appointed by the Mayor of Springfield, with the advice and consent of the Springfield City Council, and one (1) appointed by the Chairperson of the Sangamon County Board. Michael Boer, President

Michael Boer was appointed President & CEO of the Warren-Boynton Financial Center, the Springfield branch of the New Berlin-based Warren-Boynton State Bank, in December, 2004. His prior professional positions include serving as President & CEO of The Greater Springfield Chamber of Commerce from 1986-2004 and as its Executive Vice President-Economic Development for two years.

Former Springfield Mayor Karen Hasara appointed Boer to the Commission of the Illinois Medical District at Springfield in April, 2003 and he was reappointed by Mayor Tim Davlin in 2006. He was elected President of the Commission in June 2003 and reelected each year since.

 

Rex Brown     

Rex Brown has served as the President and CEO of Hillsboro Area Hospital since1993. Prior to his appointment at Hillsboro Area Hospital, Rex gained 19 years of experience at St. Luke's Memorial Hospital in Racine, Wisconsin. At St. Luke's Memorial Hospital, Rex held several positions including Cheif Operating Officer, Vice President of Human Relations, Vice President of Ancillary and General Services, and Vice President of St. Luke's Memorial.   

Rex was appointed to the Mid-Illinois Medical District by the Governor in August, 2008. 

 

 

Virginia Cooper

Virginia Cooper graduated form Loyola University of Chicago in 1976 with a B.S. in nursing.  She was a registered nurse for 13 years before earning her Juris Doctorate Degree in 1992.  Since recieving her degree, Virginia has gained over 11 years of medical malpractice trial experience working as an Assistant State's Attorney in Cook County.  Virginia has been employed at SIU School of Medicine as Senior Associate General Counsel since 2005.

Virginia was appointed to the MIMD by the Governor in October, 2008.

LuAnn Johnson

LuAnn Johnson has been an Illinois cemeterian since 1988. She is the Executive Director of Oak Ridge Cemetery. Oak Ridge has the distinction of being the final resting place of Abraham Lincoln and the second most visited cemetery in the country. She has held or currently holds the following positions in the death care profession: International Cemetery and Funeral Association – Board of Directors; Municipal Cemetery Conference – President; Illinois Comptrollers Cemetery Advisory Board; Illinois Cemetery and Funeral Home Association – Board of Directors; and Alliance of Illinois Cemeterians – President.

 LuAnn has served as a Commissioner for the Mid-Illinois Medical District since March, 2004.

Mitch Johnson, Secretary

Mitch Johnson is Senior Vice President of Marketing and Planning for Memorial Health System, a 500 million dollar not-for-profit health system based in Springfield, Illinois. He is responsible for coordinating strategic planning, marketing and business development for Memorial and all of its Affiliates.

Mitch has over 29 years of health care experience and has been with Memorial for 24 years. Mitch is active in many community and health related organizations including the Voluntary Hospitals of America, Illinois Hospital Association, Quantum Growth (Q5) Initiative, and Springfield/Sangamon County Chamber of Commerce. He is also a Fellow of the American College of Healthcare Executives. 

Mitch was appointed as a Commissioner for Illinois Medical District by  the Mayor in May, 2005 and currently serves as Secretary for the Commission.  

 Jack Mazzotti

Jack Mazotti is the President and a pharmacist at Rene's Drug Store, Inc. in Taylorville, Illinois.  Jack has experience as Advisory Director and Director of several banks in Taylorville.  Jack is currently involved with many state boards.  He is the Chairman for the State Employees' Retirement System, Vice Chairman of the Illinois State Board of Investment, and is a Board Member for both the State Board of Pharmacy and the Department of Financial and Professional Regulation.  Jack is also a past member of SERS and ISBI.

Jack was appointed to the MIMD by the Governor in May of 2008.

  

 

Tom McLaughlin

Tom McLaughlin worked for the American Federation of State, County, and Municipal Employes (AFSME) for 24 years. He retired as a Regional Director for AFSCME, Illinois Council 31 in July 2007. Tom is currently working as a training and political consultant.

Tom has served as a Mid-Illinois Medical District Commissioner since he was appointed by the Governor in November, 2003.


 

  

Brad Schaive

Brad Schaive is the Business Manager of Laborers International Union, Local 477. He serves as Chairman of the Basic Crafts Council of Mid Central Illinois. He is also Chairman of the Capital Area Labor Management Council and a trustee for the Central Laborer Pension and Welfare Boards. Brad serves as a member on the Strategic Leadership Council for the Quantum Growth Partnership.

Brad has served as a Mid-Illinois Medical District Commissioner since his appointment by the Governor in November, 2007.

 Charlotte J. Warren, Ph.D.

Charlotte J. Warren, Ph.D. is Lincoln Land Community College’s sixth president and first female to fill that role. She joined the LLCC family May 1, 2006 with 30 years of teaching and administrative experience at research universities and community colleges. She is also a colonel and deputy commander for a medical command in the Army National Guard. Dr. Warren holds a Ph.D. in counseling psychology, a master’s degree in psychiatric/mental health nursing and a bachelor’s degree in nursing.

 Dr. Warren was appointed to the Mid-Illinois Medical District by the Mayor in January, 2008.

Elvin Zook, M.D.
 

Dr. Zook is a faculty member Emeritus of SIU School of Medicine in the Division of Plastic Surgery. He has lived and practiced in Springfield for 35 years. He has been active in community development and progress.

Dr. Zook was appointed by the Sangamon County Board and has served on the Commission since July of 2005.
 

 

 

Robert P. Ritz

Robert P. Ritz was named President and Chief Executive Officer of St. John’s Hospital in 2008. Mr. Ritz holds a Bachelor of Science degree in business administration from Wheeling Jesuit University and a Master’s in Health Administration from Cornell University. He currently serves on the Board of the Greater Springfield Chamber of Commerce and Benedictine University in Springfield.
